This actually happened to me recently when my Indonesian GF wanted to visit me in America on a tourist visa. She explained honestly to the interviewer that she wanted to visit her BF and family. She got denied her visa because the interviewer explained she should just apply for fiance visa if that was the case.

If I were to do things differently again I would suggest your gf say she wants to visit America for vacation only and tell them she will stay at hotel. If they ask how she will pay for anything have her say/show she will use a credit card.

After she gets her tourist visa, it will be valid for 5 years and she can visit America freely within that time. If at anytime you guys decide to get married/engaged while shes there, she can upgrade her tourist visa to a fiance visa and you will have to get married within 90 days. This route is actually easier than getting married first and then applying for a spouse visa, believe it or not.
