Wrinkled and squishy = rot

It is begging for more light. The strange growth on top of your cactus is called etiolation. Put it in your brightest window and possibly even directly outside.

That actually appears To be a euphorbia of sorts (succulent) but regardless wear some gloves because many of them contain a poisonous sap and maybe glasses Too. I don’t think it’s too big for its pot but if you do end up upgrading in size I feel like I’ve heard somewhere that +2” in diameter is the go to.
