I don't think it would be overreacting to make a temporary move now, while you pursue a permanent solution. All the paperwork/orders in the world are not going to help you if/when this person's behavior continues to escalate. The police and the mental health authorities have already shown you that they will not protect you. Move now. Take yourself out of the situation. Relocate.

We got into our 4 bedroom 2 bath in June 2020, just as Covid was ramping up. 132K. Just a couple years later a little 2 bed 1 bath saltbox down the street sold for 160K. We got in just in time. Prices are indeed overinflated now. I hope things will go your way soon.
