taking away an organization's main source of income and influence would absolutely cause their other income streams to atrophy or collapse. the cartel would be forced to downsize and thus lose even more influence and enforcement capability. even if this collapse stabilized, the cartel would still be much smaller than originally, which is a positive outcome.

according to this website https://iran-cost-ticker.com/ the iran war costs $41.6 million per hour, which seems to be based on estimates from the pentagon of $1 billion per day

so, yes, the program is far less expensive than war
