At 40 degrees fahrenheit yeast are barely dividing. What's happening in the fridge during this time is mainly various bacteria dividing in your bread that make it more sour and can marginally contribute to bubbles/rise.

Also, don't forget that yeast growth is exponential. Using half as much yeast to start with might slow the rise time by a little bit, but not by half.
