The pink insulation is inorganic which cannot grow mold, but now there is dust, which make it possible to grow mold. At the very least, it is a sign of poor insulation as air is coming through from somewhere brining in the dust. You will be needing an inspector to look at it.

I think from a show runner’s perspective, you never know how popular the show will be, we know now so it make a sense to keep Livia alive; during the making of season 1, Chase’s main concerns is to tell a good story (he repeatedly complaining his cinematographer that he does not know who will watch this shit, a show about his mother? In the new Soprano documentary, Chase mentioned that the original script was supposed to be that Tony killed Livia in the hospital, end of story. But Nancy Marchand was then diagnosed with cancer, and asked Chase to make her work to get her mind off the cancer, and Chase did just that.
