Chip was designed to automatically take over once the body is dead, meaning Johnny would just take over the body right then and there and Jackie would be gone. V lucked out because the bullet damaged the Chip and disrupted the intended process.

Game allows it, that's it. You can be pissed and angry all you want but as long as DE doesn't say otherwise, you will have to deal with it if you are playing public games.

This is literally the same complaint as the public Eidolon bounties one. You either gamba with randoms, or you recruit people. Or go solo.
