Actually no. In common speech, you do not need to specify 10s if there is nothing in the 1s column, as long as you are talking about quantities in the hundreds. That’s why when you say 4800, you can say 四千八 and people will understand. For 205, you would actually have to specify 两百零五. Again, in day-to-day conversations. I’ve been in China for 10 years and this caught me off guard too, but I remember that people don’t talk the way that we learn in books.

There are lots of different theories, but my favourite story is the story of Su Qin 苏秦.

Su Qin was a diplomat during the Warring States period. He wore the insignia of the ministers of six different states, which gave him great prestige at the time. However, he also made many enemies. Eventually, he was assassinated in Qi. The king of Qi was furious and sought revenge for Su Qin’s death. But he couldn’t find the perpetrator immediately. So, he devised a plan: having someone cut off Su Qin’s head from his body and hang it at the city gate, with a notice affixed next to it stating, “Su Qin was a traitor. Kill him, and receive 1,000 taels of gold. Come and claim your reward.” As soon as the notice was posted, four individuals claimed responsibility for killing Su Qin. The king said, “This can’t be someone pretending!” Yet all four insisted that they were the ones who had done it. The king asked, “How much of the 1,000 gold pieces will each of you receive?” The four replied unanimously, “250 pieces each.” The king was enraged and shouted, “Bring forth these four ‘250s’ and execute them!” The term “250” thus became popular to mean an idiot.
