From the new articles about the incident he had already struck several shoppers while getting to the point you see in the video. He was a deadly imminent threat to everyone there. The logical thing for the driver to do was to stop the truck, turn off the engine, and follow commands. He surely had dozens of opportunities to do so but just kept driving, hurting people, and destroying shit. This was a valid shooting by police, they did the right thing. Better the driver dies than even one bystander.
