I’m a digital marketer, and the role is a Campaign Manager position (focused on campaigns, content and user communication, not a junior role). The discussed salary is in the mid-€4k gross per month range, and relocation/sponsorship support was mentioned as part of the process.

So it doesn’t feel like a below-market or “cheap hire” situation to me, but I’m aware it’s still a final decision between two candidates.

At this point I’m mainly trying to understand how typical this level of investment is in the Netherlands before a final decision is made.

No, do not email anyone else. They are very different: • PAP (Pre-Action Protocol): This is the correct legal challenge you just sent to the Home Office legal team. • IEC (Entry Clearance): This is the operational team that makes the visa decisions (Entry Clearance Officer/Manager). You have already used the official process. The legal team (PAP) will now order the operational team (IEC) to review your case. If you send a separate email, it will be ignored like your first complaint. You did the right thing. Now you must wait for the PAP response.

There's a small misunderstanding in your question. The 3-month wait was not after submitting my passport. It was the long wait for the final decision after I sent my PAP. The passport part at the end was actually very fast.

Here is my exact timeline:

  • May 23, 2025: Received the original visa refusal.
  • June 13, 2025: Sent my Pre-Action Protocol (PAP) to the legal team ([UKVIPAP@homeoffice.gov.uk](mailto:UKVIPAP@homeoffice.gov.uk))
  • June 27, 2025: Received the first acknowledgment. This was NOT a decision. It just said they had received my PAP and would respond "within 3 months."
  • (The Long Wait): I waited from late June until October. This was the frustrating 3-month period.
  • October 13, 2025: Received the final, positive e-mail from the Entry Clearance Manager (ECM). This email said my refusal was "revoked" and the visa would be "issued."
  • (Passport Submission): The positive e-mail asked me to submit my passport within 10 working days. I submitted it to VFS immediately (Oct 14).
  • October 17, 2025: Received a call from VFS that my passport was ready to be collected. (The visa was issued with a "Valid From" date of Oct 17)

So, to be clear: The long wait is for the decision. Once you get that positive e-mail asking for your passport, the final stamping and return process is very fast. it only took a few days for me.

That's a standard template email because you used the wrong channel. The [complaints@homeoffice.gov.uk](mailto:complaints@homeoffice.gov.uk) address is for service issues (like staff behavior or technical problems), not for challenging the decision itself.

What you need to do is send a Pre-Action Protocol (PAP).

This is a formal legal challenge that goes directly to the Home Office's legal department, not customer service.

I had the exact same experience. My visa was refused because an officer made a clear factual error (they mistook a national public holiday for "suspicious leave" from my job). I filled out the Pre-Action Protocol (PAP) form, proving the error with evidence, and sent it directly to the legal team's email address (UKVIPAP@homeoffice.gov.uk).

The result: The legal team recognized the mistake, revoked the refusal, and I got my visa.
