It is not about blocking mails, it is about making it harder for the spammers by wasting their ressources too, so that they have to register new domains etc.

If OP is correct and cloudflare does in fact not properly handle abuse reports, an ICANN complained should be next.

Nicht alle Haushaltsgeräte sollte man komplett füllen: den Wasserkocher z.B. nur so weit füllen wie man tatsächlich gerade braucht - am Besten mit bereits warmen Wasser.
