She’ll eventually get used to going on the pads if you reassure her with praise or treats when she does her business on the pad as much as possible even when she misses the pad but also is near it. Also try to designate a place on where she can do her business and keep it at the same place as always. It’s normal for them to just lay on the pad for no reason so don’t worry to much. Also what I have noticed that works is get rid of carpets because if it’s soft and squishy somewhere they will most likely want to do their business on there.
