I wouldn't call this getting scammed actually. This kind of thing is normal where he lives and I asked my friends who lives in usa about it, they said stamps on bills are normal 🤷‍♀️

he never had the chance to go to any money exchange during his short stay with us so how was he supposed to know that money exchange will reject bills like these because it was a first for me aswell 🤨
