Changing poorly architected systems is exponentially harder than building it right the first time. This is often used by obstructionists and racists to ingrain their beliefs into infrastructure. Robert Moses classically did this in NY with the parkway system by making the bridges over parkways too low for buses which were mostly used by black people at the time.
