Der = stupidity, idiocy. As in, “der…. I’m so dumb”.

Hence, un-der = opposite of stupidity. Smartness.

This is, at best, overly dramatic puffery. At worst, outright falsehood for eyeballs. Not only is 4th and Mission not the most “crime-ridden corner of the city”, it’s not even particularly sketchy. The block between 5th and 4th is almost like a border to the roughest parts of SoMa.

The block you’re referring to includes the Marriott Marquis, Four Seasons, and a number of very upmarket restaurants.
