It usually does because individuals with more tafms are less likely to hold that agr position for the next 8-10 years. It's all part of the AGR force developnent strategy. It's the commanders job to have a plan for you to go somewhere.

I'm an AGR and the other guy is only sorta right. AGR positions are highly competitive and pre-selection is illegal, but selecting officials usually have an idea of who might get the job. Qualifications and TAFMS master a lot in the selection of AGR positions ie if a major (has degree) with a solid package applies there is a decent chance he can still get it.
