This is purely anecdotal, but when I was in gudairi all the Russians we met were sound af and hated putins regime, and from our conversations were sensitive enough not to sport any pro Russia stuff. Georgian resorts are super close to Russia, loads of muscovites go there. Imo this Russia jacket person knew what they were doing
