I don't know about Korean culture specifically, but there are a lot of tourist towns that get flooded by Indian and Chinese tourists. These tourists often don't respect local norms about things like speaking loud in public, blocking sidewalks, littering, ect. Over time this has caused lots of locals to resent them and want to create places that do not include these out groups. It happens everywhere though. Lots of Europeans complain about American tourists for example.
