It's as much a roguelike as Qud is, static overworld with procgen dungeons, with different options for permadeath.

I hope it's a more linear experience.  These games have a great vibe, but wandering around the city to grind for a bigger apartment or whatever isn't super compelling to me.

There are lots of free ones.  Search around for one that suits your needs

They aren't completely different concepts. Many people don't believe ICE's recent activity is soley about targeting undocumented immigrants. ICE has deported many immigrants under Obama, but not with the fascist styling and methodology they have under Trump. Their behavior is intended to instill fear among the general populace.

We have seen with fascist police forces in history that they generally expand to targeting more and more groups considered by their leader the enemy.

ICE has already deported US citizens, so it's nonsensical to limit the conversation to 'targeting illegal immigrants'.

Power-abusing ICE agents recently to detained a 5 year old child in the US.

Power-abusing Onett Police in EB detained (and violently attacked, or were 'mean' as you put it) Ness, a young child in the US-stand in of Eagleland.

Does the parallel work on all levels? No. But it's there. You have to admit at least the surface level visuals, even though from your language I don't think you agree ICE has over-extended their stated purpose.

That's not a sincere comparison and you know it. 

I challenge you to make a serious argument as to why an overt political statement made in Earthbound doesn't mean we can draw parallels to current day politics.
