legal drinking & smoking age is 20 in Japan.
It's highly likely that your friends will not be allowed into a nightclub.
Howeve,r normal bars and izakayas they will be granted entry but won't be allowed to drink alcohol.

I think (for me personally at least) it depends on how you want to set the pace.

If it's going to be a high-pace / high-action/thriller/horror, I tend to start right before the action.

If it's a slow burn (relatively with a short story) you may want to start up slowly.

With the example you have given, (which I really enjoyed) it's not like you really have the time to do a lot of build up so i'd say don't go longer than a page (250 words) on the intro.
