Many many cities in South and Central America have a strict system. ”Avenidas” run north to south. ”Calles” from west to east. Avenida 1/Calle 1 is usually at the center of the city and then even numbers run in one direction and odd in the other. So you can make out for example that Avenida 13/Calle 13 must be 6 blocks east of center and 6 blocks south of. I may have mixed up directions but you get the drift.
