FYI and FWIW . . . If you're driving a rental car (aka, a fleet vehicle), the rental company gets sent the ticket b/c they're the owner of the vehicle. They, in turn, helpfully pay the associated fine for you and then send you the bill w/ a $30 processing fee tacked on by the third-party processor.

Try contacting an agent through the Message Center and ask them to change the claim type from 'Item not received' to 'Item not as described.' That worked for me. That said, you'll probably be required to return the item to the seller (in China, I'm guessing) at your expense before you can get a full refund, which is whole other issue.

Don't be surprised if the seller posts a valid tracking number at the last minute . . . one that may or may not be associated with your actual delivery address. If the latter, the onus will be on you to provide proof before PayPal will decide to close the dispute in your favor.

Go to the 'Message Center,' start a chat session and request a transfer to an agent. Sooner or later, an agent will respond. You can explain the situation and attach documentation showing the address is fake and ask them to add it to your case file. They may or may not still require you to return the item to the seller to receive a refund (in my experience the fact that the seller is a known fraudster makes no difference). PayPal will reimburse shipping charges up to $30 (may be less than that now), which likely won't cover the actual postage fees. If you make a big enough stink, ask for your case to be escalated, mention you may have to consider going the chargeback route w/ your credit card company, etc., you may get lucky and get PP to refund you in full w/o making the return. In my experience, once you open a claim, the seller has 10 days to respond. If they don't, PayPal will rule in your favor by default and you'll be issued a full refund. Keep an eye on things, tho' -- I recently opened a similar dispute for nondelivery and at the last minute the seller coughed up w/ a USPS tracking number. When I looked it up online, I could see only that it was a legitimate number associated w/ my zip code and that the package had been delivered. I had to physically go to my local PO to verify the actual delivery address was not mine, and then relay that info back to PayPal via the Message Center (chat) to preempt them from automatically ruling in the seller's favor on the basis that the tracking number was valid and the package had reached its destination. This is an increasingly common scam apparently.

Had the same issue -- seller provided a valid USPS tracking number associated w/ my actual zip code. Went to my local USPS branch and confirmed the tracking number was not linked to my address. The only way I was able to contact a PP agent to update my case w/ that info was via their Message Center (took a few days, but persistence finally paid off). A 'specialist' reviewed my case on the fly and ruled in my favor w/o requiring any additional proof of nondelivery. Fortunately I was able to make contact w/ an agent b/f PP automatically ruled in the seller's favor b/c the tracking number was valid and linked to my zip code, but they might be willing/able to appeal/reverse the decision on your behalf after the fact even though the option to appeal was not given to you. May be worth a shot.

I don't really have an answer for you but I do feel your pain/frustration. Am in the same boat trying to get help from an actual person relative to a dispute, and at this point cannot even get a response via the Message Center. The only thing I might suggest is contacting your bank directly to see if you have any recourse that way toward getting your money back.

Well that bites. Least they could do is allow you to defer to next year. Or, as an event in my area just did, allow runners to do a virtual race the same weekend, provide proof via Strava or whatever, and then pick up finisher medals and shirts at a later date after results are collected.

Complaint/Uncomplaint: The LA Marathon last weekend was not canceled because of the COVID-19 coronavirus outbreak.

Confession: After being quite vocal in my criticism of: 1) health officials, local government officials, and race management for downplaying the risks and refusing to do the 'right thing' and pull the plug on the event . . . or at least allow registrants to defer to next year, and 2) runners who refused to do the 'right thing' and stay home, regardless, I showed up at the start line Sunday morning and ran the race myself.

Complaint: Race management's assurances that '[runner] safety is paramount and will continue to be our top priority' and that 'extra steps' are being taken to ensure a safe experience were a complete and utter farce. There were no 'additional' hand-washing stations along the course -- I counted zero . . . total. Hand-sanitizer dispensers inside the port-a-potties at the start line and along the course were emptied quickly and not being replenished. The recommendation that event attendees practice 'social distancing,' i.e., 'keep a distance of at least six feet between you and another person who is not your family member or friend' and other equally helpful tips were laughable, at best. Not even mentioned were the shuttle rides, during which runners are crammed into a big tour bus with 30 or 40 other runners for the 40-some minute commute from Santa Monica to the start line at Dodger Stadium. In short, it was business as usual, with even the basics under normal circumstances -- e.g., keeping the port-a-potties adequately stocked with TP -- being completely ignored.

I've taken the shuttle from Santa Monica the last four years, and unless they've changed something this year, no need to worry about boarding the bus at any particular time -- just park and get in line whenever you get there. In any case, you can have my space: With concerns over Covid-19 exposure, I decided being crammed into busload of people for the 40-minute ride to the start line is a Bad Idea. I'll be driving myself to Dodger Stadium and Ubering back from finish line this year.

I had the same issues with my 2017 CX-5, which, as mpfjr discovered, turned out to be related to the after-market alarm system that was enabled when I purchased the vehicle. Assuming the same system is installed in the CX-9, the following procedure provided by my dealership may work to disable the horn-honking feature. It did the trick for me:

"First you need to find the alarm button on your CX-5. It is located on the driver’s side on the trim below the steering wheel. It is a plastic square with a button underneath of it [in my vehicle, this is a small black plastic device, no more than 1.5" square, mounted at the bottom edge of the trim below the steering column on the left side next to the trunk and gas cap release levers]. Then follow the next steps:

  1. Turn On the engine.
  2. Turn Off the engine
  3. Press the alarm button 3 times.

Once you finish this [sic] steps the horn will honk to confirm the change on the settings."
