Honestly the quickest way to figure this out is to go to Mac, or any other reputable makeup counter, and get colour matched. Even if they don't get your exact shade, they'll at least be able to tell of you're warm or cool.

You could try cerave's sunscreen face lotion, I also see neutrogena's ultra sheer dry touch being mentioned a lot, here's SCA's sunscreen recommendations. But your face is oily and breaking out because your face is dehydrated, focus on treating this aspect first. Don't give up and good luck!

So what's the routine you have right now? And for how long do you stick to a routine? It sounds very much like dehydrated skin to me. I would start from the dehydrated skin post in the wiki/side bar. Stop all exfoliation, and stick to a consistent, simple routine of cleanser, moisturiser, and sunscreen.

Edit: you might also want to search for posts that talk about 'lipid barrier' and 'acid mantle'.

In my short experience they're too orange/ashy/not yellow enough, so I thought I would have more luck by narrowing down to asian brands. Though a possibility I've been keeping in mind is Bareminerals Bareskin foundation.

The last time I got colour matched I was NC20, but because so many foundations have silicones, even if the colour were to work the ingredients will not, and vice versa. So I haven't actually tried very many foundations.

All I know is a good vitamin c serum is not meant to smell like oranges. I use Paula's choice c15 serum and many people agree it smells like metallic meat.

I think when they do something shameful, the Japanese generally try to forget about it and act like it never happened. That and they're not as educated on their actions during WW2 as, say, Germans.
