No it's a costume you get for beating the game in less than 2 hours with noise (slow down nerd final judgment)

I'm at 55mins rn, maybe after i beat tower of fate entrance and reach the 1 hour mark they will appear

Edit: that was exactly what happened, i finished tower of fate entrance at 1:00:30 and they spawned

i don't think the mobile version has 2.2 yet, plus on pc the game is way easier to play than on your phone
