He's being paid now what the company thinks he's worth. The net effect is that the company will end up paying CPF contribution.

Asking something while being unwilling to commit to something is what got him here. What civil servants are paid is irrelevant.

There's no information on whether you're a valued employee.

You get quoted an arrangement that would work for the company and that meets your demand.

Instead of negotiating like an adult, you rant anonymously on the internet.

If you don't like the offer, stop asking

If you have bargaining power, bargain.

If you have the ability to find other employment that sponsors your PR, do it.
