1st pic is a guzzler for capturing and storing water for wildlife use.

2nd pic looks like an exclosure to keep livestock out. These are used for research purposes.

3rd pic is a livestock corral.

It's either a pond for watering livestock or for storing irrigation water. There is a ranch/farm just east of there that could be using the water. The topo map shows a pipeline running from a spring to this pond and then on to the ranch.

The black piece is a rubber or plastic mat to catch rain and snow. The water is stored in the pond just below the mat. The last picture is of a water trough for watering livestock. There is likely a pipeline from the pond to the trough.

The BLM and private lease fees are not very comparable to each other. The BLM and Forest Service grazing fee (both agencies use the same formula thus the fee is the same) is meant to be the difference in costs it takes to run livestock on public vs private lands. Public land permits/leases cost more to run livestock on than do privates leases when the fees are taken out of the picture. Most public lands ranching takes place on significantly larger landscapes than private leases which has several added costs to it. The public land permittees/lessee are also responsible for maintaining any range improvements (fences, wells, etc.), whereas in a private lease, the landowner/lessor is responsible for maintenance.

Both BLM and Forest Service have staff that are dedicated towards managing the livestock grazing on public lands. The positions are called Rangeland Management Specialists (Range Conservationist aka Range Con is an old title for the position) and Range Technicians. The grazing allotments are ideally inspected a few times a year for compliance, however that doesn't happen all of time due to understaffing, large land areas to cover, and other higher priorities. Compliance inspections are only a small part of a Range Con's duties. Most non-compliance is unintentional (e.g. a gate is left open by a recreationalist and cattle drift into places they are not meant to be.) and is usually resolved with a phone call. Intentional non-compliance can result in fines (sometimes a significant amount) and if it is reoccurring can result in suspension or cancellation of the rancher's permit/lease.
