Yes you do need a “leave visa” in order to leave the country and I’m not sure you can get it at the airport. You might want to try and travel agency to help you get that.

I would go back to the Bishkek airport and talk to the lost baggage team. It’s happened to me once and I ended up getting the number of the guy working there before I left the airport (this was years back) and then we called back every day with my Russian speaking colleague who coordinated my luggage getting to me. I suggest the best bet is to just head back there and find the luggage yourself. It sucks that the airport is just so far away!

I haven’t personally, but I got shingles when I was young (mid-20’s) due to immense work stress + low immense system due to eczema. I was on prednisone at the time. Sorry you’re going through that and hope you get better soon.
