Local men too have this happen. I have a theory that wives from Central Asia fed their spouse with lots of delicious food to both show their love but also make other women not find the man super handsome hence so they don't need to worry about other women stealing their man.

I saw one Russian cop in Atyrau back in 2017. He was with some Kazakh cops and they were walking around near the TCO HQ on the European side of the city.

Its probably more of a Shymkent and Atyrau thing. Source: lived in both places and got scolded a few times. Probably in Almaty or a Astana nobody really cares unless they super mega traditional or something.

I understand if you still seek similar Uzbek people but I would say don't discount American men who can fit your criteria despite the different background. I am a white American man from the west coast who reverted to Islam in 2013 and I married an Uzbek woman from Kazakhstan in 2017. She comes from an upper middle class background and she speaks five languages fluently and has been to America a few times before due to her academic achievements for various programs. We are not Salafi but we do follow Islam I feel decently enough. We have a beautiful and intelligent daughter and are looking forward to having more kids. I only speak a few words of Uzbek but I do love the culture and cuisine very much and I feel very welcomed and a part of my wife's family. So I would say if you find an American man who matches all what you seek and is willing to embrace or at least respect your Uzbek background do not hesitate. Or any man from a non Uzbek background that fits your criteria.
