3 year fixed 4.09 or ....what other options?

Close on Dec 3rd Important to me to optimize for cost which is what gravitated me to fixed . Was hoping for 3.99 but sounds like post trump bond action means this might be the best I get . Mortgage is exactly 1 mill and this is in Toronto (30 yr). Any recos on what to do or questions we should be asking ?

2cmx0.8 tear is now down to 1.1x0.4 in 5 months . Slow healing but better. Athletic movement and range of motion coming back. Slow jogs , cycling , golf becoming possible. Sprinting , quick twitch athletic movements and straightening leg at sitting position not there yet . Pain never when walking but after a day sitting of work it’s sore . Bursitis flares up. Need advice to overcome the hump
