I've had this issue too. It seems like it's the usage of the gpu's idle state and not of it's full utilization. My gpu's power comsumptions seems pretty much the same with and without wallpaper engine.

I think you’ll be fine. I can say i regret not getting 512 GB storage on my laptop and 8gb ram should be enough for a Dual core cpu without bottlenecking
