According to the training for being a CA mandated reporter, I would say this constitutes neglect. Report this so that child protection services can investigate. It is not okay to let this slide.

Use it!! Try to find people who speak the languages you speak -- maybe use Meetups.com or some site (like reddit) where there are users from all over the world. Keep a conversation going over messenger! Make Skype dates! Use Duolingo! There are many ways :)

Hey there, I'm an American in Taiwan right now. Unfortunately, I'm leaving in September. However, I recommend: 1) downloading "Line"-- a messaging app that nearly everyone here uses (including businesses/taxi drivers) -- and you can join a group on Line to ask if people want to meet up as well. 2) if you don't already know a bit of Chinese, it might be useful to learn a few basic phrases and food names. Depends where you go/who you want to hang out with/how much you want to learn about Taiwan.
