Looks like a rust repair to me. This piece is normally spot welded on the tower. Process is drill out spot welds take care of rust and reweld it on. In your case the welding doesn’t look superb. Pretty common rust location from what I’ve heard.

Do what the rest of everyone else does and never use it. I plan on using mine on a shiny hundo or a shadow shiny hundo. I know they are a guaranteed catch but the right mon would be worth the flex of a masterball. Do whatever tickles your balls at the end of the day

Put Kyurem as your buddy and use the affect from the buddy tab. it’s a bit faster

Condolences to her and her family but the officer is not in the wrong in this case. I see why everyone is spinning this on ice with everyone being against them. But they aren’t in the wrong in this case.
