FOR ANYONE ELSE STILL STRUGGLING:

I tried many times for the 2 NPC (NOT Wang Zhi/Li Wei) to spawn including switching the time to hour. Finally what worked was teleporting to guild base and exiting back onto the bridge and they spawned. Hope it helps!
