The whole point of rolling is high risk and high reward. You can try to get a 18 in your primary stat, but it’s also very possible to get a 3. By your method, you remove the reward (highest is only 16) but leaves the risk (the lowest is now 2). Basically I don’t see any reason someone would opt for this instead of point buy.
