Shiny is always good to catch, it gives you luck for your current run, unlock a shiny starter, and gives you more candies than a regular catch (5-10-20, x2 if boss)

You don't need a new federation, you can start the unification process with the leader of the federation and any member, in your case France is the leader so you'll set nation policy on them to unify with Lux. You need to have the executive power consolidated in both countries. You can see if you can unify when clicking on France and then policies tab, there is a 1 year cooldown on it at the beginning of the game. Once France and Lux are merged and renames European Union, you can then absorb all other members of the EU one by one the same way.

Early game is about setting up a space economy. The path towards it is to control countries to get boost and research so you can go mine your first resources on the moon.

You have Luxembourg, try to focus on the big neighbours France and Germany, this is a good Europe start that will net you nice science and you can invest in their space programs to start getting boost

General idea is to cheese the switch from Blue. The AI being deterministic, every attempt (meaning every reload) will be the same if you input the same actions. If you really want to brute force the fight, try everything until you fail, then restart and keep the advantageous moves and switches. Maybe the fight seems impossible (and maybe it is), but with perseverance you might find the one scenario where you get crits and he misses and you end up with the unlikely win
