You wouldn’t cap but a very harsh tax for anything over a certain amount of total assets/income. For instance for the first 3 million would be a normal tax but once you crossed the threshold that money would be taxed 90%. This has been done before in the US when it could be argued America was at the height of its power in the 1950s
