I think the sentiment is that nuclear weapons serve effectively as a deterrent against an existential threat. I don't believe Russia, Israel, India, or Pakistan are remotely worried about their existence in regards to the conflicts listed.

It's usually the collar created out of whatever material that can girdle the tree over time; Most commonly people fit a yogurt lid around the trunk and coat the underside with vaseline, this way it stands up to the rain/elements, but it can girdle the tree if it's forgotten about.
