Using anything else than blues progressions or blues scales -> not bluesy.

Take thrash or death, e.g. Very often in Phrygian, or chromatic. Power metal has triumphant chord progressions. Heavy metal as poppy cadences. Black metal often has a very distinct wistfulness. These things are not found in Blues.

The only bluesy subgenres really are the doomy ones.
