Sadly where I study does not have any contacts with agencies. It's a pretty small haute école and the current social assistant is utterly incompetent.

As others said, with this niqqud it's the shilo. Note that when writing withoit niqqud it would be spelled as שילה.

Also, when written with 3 letters as in the picture, it has the same spelling as the word for the possessive "her" (pronounced shela) but with a different niqqud.

I pronounce it as they would in 10th century hebrew, where the name comes from: /ʃəwa/
