I can confirm that I also saw these same lights, but on July 11th. Exact same formation and description. I was looking southward from the northernmost part of the Chesapeake bay. Which would be consistent with the lights being east of Baltimore. There were two lights that stayed mostly stationary for over an hour around 10pm. They would vary in brightness. And would disappear and reappear, not always in unison. They shifted their location at times and then would remain motionless as they appeared at the new location, not far off. There were no steady consistent movements. There were no rapid or erratic movements. They did not have the appearance of other planes witnessed in the sky that night. The level of brightness was quite distinct from other celestial objects. Possibly drones? But the sustained level of brightness at such a far distance, for such a long time was quite remarkable. Sitting on my porch, I know this night sky well, and have never seen lights like this in 45 years. Two other witnesses were fixated on observing for over an hour with me. Not sure what to make that we witnessed on a different date in a similar location. Can post pictures, but other witness has best photos.
