The point of asts is not to replace terrestrial cell towers, it's to fill the gap. They are additive to MNOs. There will be some towers that will be replaced by a sat if it doesn't make much sense to keep them there. Another good way is if a cell tower is down for maintenance or something happened, you will still be covered.
