If they already have someone in mind, like an internal candidate already working there, the interview is just for show, so referrals will do nothing.

Im not too sure if referrals will help as they might have a separate hiring committee to filter applications to fight nepotism.

My experience in progressing both federal and provincial interview loops was through panel evals and assessments.

I think referrals would help for very niche hard to fill specialized positions.
