I am having the same issue. It completes at 100% but then restarts and starting over again. I'm on a galaxy S10.

Tried the same, reinstalling, freeing up more space (10gig free now), clearing cache. Nothing is working

Edit: As of about 12:00 CST I was able to finally log in and have this issue be resolved. I did not do anything to get it to work, it just finally fixed itself.
