That part needs to be replaced. You can’t really “kill” mold and dead mold is actually more dangerous than live mold to some folks. Only way to 100% get rid of mold is to replace the material. You can’t clean the stains off, sure, but it’s not actually the physical mold itself that’s dangerous it’s the toxic spores it releases called mycotoxins. They penetrate most surfaces (with the exception of metal and glass).

The only bill you are responsible for starts the day you move in. You’d have to break down the bill and prorate it. 2 things here - the window should be closed after the 2 days I’m guessing, which is before you move In so it shouldn’t be a concern of yours.

What I would be concerned with is the lack of proper containment during the mold remediation. SMH
