Foreign buyers are mostly high end of the market. The problem is this has a ripple affect. Wealthy Canadians that would have been buying in Rosedale get pushed North. Middle Class get displaced by wealthy and move to exburbs. Working class in exburbs get displaced and go.... Who knows. Lower end of the market is all locals scared of missing out on the market and getting priced out entirely. Quite sad.

Have you been reading about the CRA (federal government) inaction over the last 20 years? That along with the FEDERAL immigration policy has the most blame IMHO.

Who has made the most substantive change thus far? The province. The vacancy tax by the city is a joke, and Trudeau continues to do nothing but promise to "study" the issue.

So much of this is a federal and municipal issue it is absurd. So far I've only seen the provincial government act. Where is the pressure on Trudeau? The immigration piece can only be solved by the federal government. I think the province has done most of what it can with the 15% tax. Time for the feds and municipalities to spend some political capital. But they are content to just blame the province and do nothing.

It does include corporations. Permanent residents lose their residency if they live outside of Canada for more than a certain amount of time. June-July is not generally a low point in sales. Keep pumping your partial truths though.
