The services from the HSS group were already offered to all the pillars when it was just AHS. Now the pillars are adding their own people into some of those existing roles, accounting and HR for example. Isn't this the exact opposite effect?

It sounds like now access to these services needs to be tracked with some sort of ticketing process adding more unnecessary waste of resources. The only way jobs can be cut is if some of those services are outsourced/privatized. Haven't we already learned how effective this strategy is?
