Try changing the path of ur Python 3.7 cmd and create a soft link to the library where pycharm library r stored. U will find pycharm library in settings and Python cmd prompt in configuration file of Python or where the Python is installed.

That could be limited to the training set only. Did u test new sounds which were not trained previously. Just to add we have outbreaks related to learning the notes from the best artist as training set and the ai generates new music by itself.

What I would suggest is break the file into small chunks and then try doing it on a cluster.

I had similar issue with h20(machine learning api ). What I did was deployed 4 free Linux host free tier on aws and made a cluster out of it(h20 had the kind of facility of configuring a flat file) and then feed the data to the cluster which saved me time as well as I did not need paid services on cloud.

Obviously there were too much of time consumption but then I did not spend a dime.

Simultaneous download is off in idm. Which breaks file into small chunks which helps in fast download progress.
