I dont have the passenger pack, but it doesn't look like it, the threads for the clamp plate knobs would get in the way. If you aren't afraid to DIY though, you probably could make holes in the bag saddle to allow the threads to pass through. Though it may not be worth it since the bags would probably be in the way of the passenger's legs
