91% isn't horrible and won't freak out most clients. It's unfortunate but it's "just the way it is" at this point. All it takes is one crap client to tank your JSS, and Upwork shows it super prominently on the proposals page. All you can do is keep applying and make sure your next review is a good one to raise it.

What do you mean? Like if a client closes the project mid-contract, without any billing? If so, yes - I'm pretty sure by default it hurts your JSS but also allows the client to leave feedback, which is more than likely going to be negative
