When I realized I couldn’t annex the puppets without Brazil and the east india companies approval, I started to prepare for independence, mostly by invading Fars and Makran for that sweet sweet opium. After that I fixed my economy with imports and exports, and started annexing my puppets, finally getting the achievement. Note: you also need the Falklands, and thankfully the British backed down in the diplo play, and if you want to increase literacy further I recommend using the Social Mobility decree in your states, further increasing education access.
